(iSRO Demeter) Problem with inv expansion quest.

Hello.
Is it normal that with china character I can't get inventory expansion quests from Constantinople and Samarkanda? It appears in guide/Quest (shortcut H) but grocery don't have "Talk to this person" option aveinable). I'm 65 lvl nuker.
Edit #1 It seems that it's no longer possible. Closed.

Cons and Samma are only for european chars.
Has been the case since idk...ever? :D
