I am playing metin2 on a Pserver and i have a mission that i would like somebody to tell me what it says

the mission is this:

i can't upgrade. it keeps showing me this message. that's why i would like somebody to explain to me what this is.

In my opinion it means, to oversend the Letter to Deokbae at Map2.
He's the Lumberjack in the Town of Map2.

Uniiquee i have allready try that many times but i doesn't work.i think it's someting else.firstly it doesn't have a letter in the inventory and second whenever i go to daeokbae in the second city he only opens the shop window.thnx for your answer

what do you mean by that?i cant understant?the only thing i know is that everytime i try to upgrade something it shows me a message below and cant upgrade
