Cop Lights Editor?

So we know the police cars have cop lights that work in a specific pattern originating from different places on the vehicle. I sometimes find the positions of the lights, and the light choosen to flash a bit unrealistic and lacking. Obviously this cannot be edited by VltEd and most likely requires some different form of approach.

So how do I do it? If I want to move a light point or change the color of the light to something else? Maybe make the rear parts of cop corvette flash or add red light's to the firetruck. If you know please help :D

changing the color of the light yes
moving the light position....that i dont know.(probably 3d stuff?)

I see so we need to edit the 3d model somehow? I heard of nfs toolkit but it is yet to be released.

everyone is waiting on the toolkit to be released...
