problem with npc

My problem is I can not implement npc , I can use //spawn Baium or elpy and it works normal but I can not create a buffer a gm shop and all that.
I have followed many guides and they gave me no result. One problem I have, according to some guides it says execute wamp and run navicat (are they the same?) And the clock never gets to total white. Then if I use "execute batch file" in navicat, it does not tell executed successfully, It says 2 queries executed Successfully or 14 queries executed successfully with all the sql files. I Do not know if that works either but to get me out of doubt.
I would like to someone post me a guide for beginners and better if it has troubleshoot .

I USE l2 Java. The server is L2joneo interlude.

firstly change your pack , l2joneo is closed and dont gets update
after that you must add your npc in your database , how ? simply create or download....
guide ? open navicat , open localhost, right click in database and ecxute batch file...manual ? go to npc table at the last record and create a new one ...!
