Kinda curious if you get the whole account? With "whole account" I mean:
- steam acc login
- linked email acc login + secret question + secret question answer

Otherwise it's beyond pointless :D Your description doesn't say anything about this.

Yes, some accounts to change the password you need to add a phone number but most have emails that come with them
