Helping about add Spot Icon in (Map)

can i know how i can add Spot Icon On (MAP) like if i wan add a new teleport Out of town and need my player know here Place i must add icon in this Spot how is that

worldmap_locainfo.txt , i know it,s from there but how i cant understand the code ? helping me to understand it please ...
