I think he means freezing the time on specialty items. IE: EXP Potions, Special Zones ect.. You have to use a special item to activate these effects such as 2x xp or access to Special Zones. Once you activate the item, it activates a timer for how much time you have available with 2X XP or how much time you can stay in the special zone.

there was a post in the hack release section about the cave time. But you will have to ask that guy about it.
