how to make vote per ip? where im going to edit? not per account!

Depends on where you'd want to change that.
If it is a homepage (it would be helpful for us if you provide which one you are using), check the script where
  1. the link gets displayed
  2. the pingback gets processed
If you've found these places, change the query in your desired way. You may want to get the latest vote from your votelog table (if present) for your checks.
