Error Services in Windows Server`s

I test in Windows 7 my first Psro and it works well. But then in windows server 2008 r2 or windows 2012 r2. when I configure all the files. Services turn on and off instantly. That is, it appears and disappears instantly and nothing appears in the task manager.

IIS features can cause this error?

Any Psro guide in windows server 2008 or 2012? Any solution?
