My question is befor i spend money for premium membership here, have i acces after buy premium here to VIP hacks for Combat Arms Classic?

No, you won't have access to VIP hacks if you buy premium.
And yes, it is dead here... because the game is dead too

We don't provide selfmade cheats by Epvp itself. Purchasing premium will not really benefit you unless you are into trading.

CA is dead, cheats can still be bought on other websites however.
