Nope, it's totally free. But without any DLC's which costs around 25€ both you have less content.

To be fair it's not entirely free 2 Play.
It's more a buy to Play as you gotta buy the DLC's + you have some restrictions if you don't buy the actual game aswell e.g. less character slots, less inventory slots etc.

f2p base game. Buying it lets you to chat and trading.
