hello my friends I want to make a buff to reduce the time of EU hp from 15 seconds to 7 seconds
like this or any time this buff work on only one hour
if anyone can make this help me and I need the ideas to make it

its not Database edit, the cooldown is hardcoded in the sro_client and game server
