Take the client as a "child", and the server as the "mother".
Everything you adjust on the "mother", you have to change on the client too.
Most stuff which are logically limiting things, like level cap, skill mastery cap, (oddly...) quest level cap, skill maximum HP/MP consume cap, and so on have a 2-side effect. The client only matches the information with the modules. It does not inherit them (commonly avoiding hacks, cheats and such).
So. If you did change your client's max level to e.g. 100, you have had done this on the server first. Ergo, you have to edit the SR_GameServer too, as for almost everything you do for and with the client.
Only exceptions are character limit on loginscreen, player amount, rate multiplicator, etc.
