Problem with reading dll

Hi guys .
at recent days . I started a project to make a private server for game .
But I had a problem with changing the IP on the client side
There is a file with the name serverinfo.dll .
I am sure this file contains the IP
But when I analyze the file .. I do not find anything(Only two lines) :confused:

The file is not a regular DLL, thus not following the PE format. Without knowing how the file is being accessed and read, one can only do random guesses.

Is it encrypted?
and do you know someone who is good at it?(Dealing with the file)
