need small help with OX Event support Thai language

need small help with Thai OX event
hello guys
i have small problem
i compile thailand server and thailand Client

but if i want start ox event it showing only in english quiz

i checked ox event country is 4
in source client and server

i change character set to tis620
becaus latin1 not support thai

if i set latin1 it sow only ?????????????

client or server dont read that

how to fix that
