How to translate Rappelz KTS into English language?

Download the 9.5 English client.

Find a released client dumper from the Rappelz Private Server section of these forums.

Dump the db_string(ascii).rdb from the English client.

Change the file name to...

sdXwe'vmvdeHga$

Put the file in the resource folder of the KTS client.

You will get empty strings for any newer content released after 9.5 because that content has not been localized yet for the US, but it is the closest you will be able to get.

Same instructions but you will have to get the string resource from the Russian client.

The file you will need to dump will be the db_string.rdb
