Boarding priority

Does anyone know if there is a kind of system that decides who boards an NPC first or is it just dumb luck that somebody boards it over others? It doesn't seem to be fps or internet related since I always have 50 FPS and live close to the server.

Sometimes I manage to board it when there's 40 players trying, sometimes I can't board when there's only 5 trying to board.
Anyone that knows anything about this??

I also think it's just dumb luck, but there was once a player in my guild that boarded almost every Harrow, which made me think there could be more to it than just luck.
