didnt see this released on any other Site thats why i wanna try to help ya :)
Well someone tryed to edit some skills example Strong Bow with doing Debuffs ( Dull or Impotent or any Shit ).?
I will show you how to do it and get them work 100%
1. Download this Tool ( thanks to Kape7 )

2.Open and right click on that Buff / Debuff / etc.
3. Put your own Custom Values in it and press Generate param lines.
4. 5. Put that Values inside this Params but BE CAREFUL always make a Space
that means on this Picture Param 9 has a Value so skip Param 10 and put first Value in Param 11 and so on :) you can put many as you want.
