Russian Payment

Hello guys , I have a question that is going threw my head since I heared about this RU-Payment.

Is it possible to switch to german / french / luxemburgish payment to RU payment ?

Years ago u could do it with proxy/vpn.

And now you can not ? or is it still possible per E mail Support or somehting like that

Yea ok but it's not what I'm searching it's more like the methode to do it
