Go to the right of it (UC), there's some terrain that they forgot to make unpassable. You can run right over it, climb a small mountain conveniently the height of the Undercity, and jump in. The texture gets all screwed up, but here's what it looks like:

There's a big hole (you can see a part of it) in the middle of the place. That is the Undercity. You can see the elevator, but the graphic is messed up. If you jump in the hole, you get to the center of the Undercity (or close to it), but you die from the fall. You can easily respawn inside the city.
