Translate an encrypted file

Hi! So i got those 2 files that i would like to translate for a game that right now is Chinese only.
I already translated other games in the past with simply notepad++ but this time if i open those files there i just get random numbers/letters etc.
Is there any way i can make those files clear to translate and than restore em to make them work with the game?
Sorry if i said stupid stuff but i'm really new to all of this, also my english is not that good so if i can explaine something else or better just ask.

Find out how they are getting decryptet => decrypt it by urself => edit it => encrypt it again => profit

you may have to track internal functions to find out how they are getting decryptet

I tried to understand that but without luck, that's lack of knowledge sadly and even if i made some research i can't really find out how they are encrypted...

tell us the game and/or show us the file. maybe someone here can figure it out.

Game is MapleStory 2 CN version
those are the files (hosted on mega cuz too big for attach)
