How to make a Register Page for a PvP Server

Well im wondering how to make a reg page for a pvp server and im using Newts Source File or something source what version is that? could any1 help me im in deep need of knowin for my serv

and if u cant make a reg page for a PvP server do i have to create the accounts for every1?
