Weapon Enchants Question

Hi Guys,

i wonder which is the best way to enchant to an high level ?
The last days i saw much people with enchants like LVL 4 +4% attack TD and
LVL 4 0-4 % random Attack, smth like that on every weapon they have. Its so fucking sick. How do people do that ? Do they use the legal way with reset indurance and lucky enchat ? But, i mean that will eat so fucking much money ! Can somebody explain it to me what possibilitys there are ?
