No you are wrong, that means he got 2 chatbans, not the serious ban tho.
I got 5 chat ban and went to honour 1 and 1 month later i got another 5 games ban and went to dishorouable lvl 0.

Serious Bans are :

1 - 10 games
2- 25 games
3 - 2 weeks
4 - perma
