I suppose for the same reason people not deserving of a rank pay for boosting, they think they are deserving.

I dont even think that u can get 150 Bucks for EUNE Account.

Pretty much any Bronze EUW Player can go for Master @ EUNE

Maybe if u keep the Border after the Transfer, but not sure if this is happening to work so?
