i want to edit the skill data from thies database but it saved any idears?

pleas can one help me!

if i change inside the skilldata its changes ingame nothing !!!!
maybe he protectet it any idears?

I've work whit this database... Full bug for example baghdad is bugged and the skilleffect are in Media/Interface idk why that guy has been putted the file in that location.
