Sunburst is generally better. I'd say stay there until your castles average around level 6 and your skills around 50.
Then move up, but that'd probably be for events and stuff to max your account. Then commonwealth.
If you're botting (I'd guess so), you might level up to do Behemoth a bit earlier, but other than that, sunburst only.
