He means a return scroll reteleporting him to his current position. It is like using the regular return scroll, appearing in town, then using the reverse return scroll, to get to that previous recall point. That one but skipping the town part.
And no. Such thing does not exist. Only teleport to town, teleport back where you came from or died at, teleport to thieves Town, and mapped teleport.
If you are comfortable using regular GM methods, use the "/addwp name_here" and "/wp name_here" command.
