Actually, it isn't. It's considered as Warez and forbidden to trade with on Elitepvpers. You're allowed to sell functions that you wrote yourself inside of the source but not the source or the database itself. You're allowed to sell self-written homepages and tools too. Even asking for Warez is forbidden.
