I have now a Data ( 9Gb) i want to upload it in winrar parts ( 1,5 gb each) how i can make its in parts?^^^^^^

Data 9gb? You probably meant 900 MB

Use winrar, 7zip.

in WinRar Click Add to Archive and select the option Split to volumes and type in the desired size of the files

I would use 7-Zip. It's much more better for big files.
