the server i am using is version 1.8.3

Did you remember to hit save before you started the server? (and AFTER you changed the server time?)
And did you crawl the internet hard enough before asking?

i dont know i change the time and then i go to the server tab and press save but its still night. it gets a little bit brighter sometimes(?) And in the 1.9.3 server that the other guy made its like early daytime. But still cant change the time in both of them.
