Arcade Hard Capsule not yielding Taejo or Monk sets?

Title. I've opened 100+ caps and haven't received a single Taejo or Monk set. If it makes a difference, the account was made about 2 weeks ago. Only have done arcade on it.
I have another long-term account that receives them just fine.

*Update* I got to level 37 and the caps I opened started to give me Taejo & Monk sets. Maybe that's it?

The cause of this is from an activated booster for x1.5, x2.0, and so on.

De-activate the booster and you're good to go!
