Currently the primary groups on the server are South American, South Asian and Europeans, so timing is all over the place. While almost every speaks English, they don't always talk or respond in world chat.
You'll mostly find people around on Saturday/Sunday (When we do GM run events every week), daily around Dragon Arena NPC around ~2PM PST/PDT, or at spawn areas for Fabled Ancients.
