Parser for .dbf file

I'm looking for person, who would make custom parser for .dbf file as said in title. Need function to write in that .dbf file too. It should be dBase table. I tried some viewers, but they didn't work. I also tried some libraries in Java and Python, but it didn't work too. Can be written in C#, C++, Java, Python or PHP.
