Looking for a level 30 without any champ mastery

I am looking either for a very old account or recently HAND LEVELED account with no champion mastery on the profile.

On EUW!
The account needs atleast 16 random champions for rankeds.
RP/IP doesn´t matter, same with runepages/runes and hextech.
I will not buy accounts with 100+ skins, so a very cheap one.

The account with "CS Riven" is a little scammy, why would you sell it for only 30 bucks
