[Release] FPS Tool

Eyyo, this can do some several things.
You can set custom max fps, remove the fps limitation, improve your fps a bit and do whatever you want.

idk why I release such shit here, at least for me the performance improvement helps a bit.
oh and no, this wont just change the fps counter ;)
short reminder: you'll need to disable V-Sync for using custom fps (thanks to faze for that info).
2nd short reminder: custom fps might not be 100,2% accurate

I'm skeptical about the fps improvement part... If my pc is bad, sorry, VERY BAD, how will your tool help me with the crappy fps drops I get constantly? I'm not lacking in the gpu or RAM department but my cpu is bottlenecking everything.

Don't get me wrong, I like your releases. But, by common sense and my experience, there's really no solution around bad fps except purchasing a better/ good computer.

That's obv true. But I found out that S4 is kinda slowing down itself. Meaning one of its function (the main function for the fps stuff) got a sleep inside which can take you ~3-10 fps. By removing that sleep, it will run a bit faster. And that's what the function does. Should've mentioned that.

Danke, verstehe immernoch nicht wieso S4 nur maximal 60 Fps erlaubt.
