Vsro 1.88 not update skill in F1

in Vsro 1.88 when i move skill for F1 (key 1 2 3 4) . but when i change map or using DCN,....
it't restore to default (4 item action for NewBie)

I has main problem. now i config server runing by Hamachi.. But in future i don't want it.. i want using my IP of Google CLoud..
But now i changed all IP to My Google Cloud IP. and run file "3 - CustomCertificationServer.bat"

it's error and server can't start...
If has any people know about it. please help me

run some sql command, but it only for curent user and old user, all future user must run this command again..

Current i can't fixed it..
Run sql command not good.because only fix for old user/character..
if not run it, mean all future will same problem

if you use this command -> it's only active for old character..
so for new character in future -> bug appear..

and have problem is you must run command often..
