Difference is, gaming equipment isn't for conquer only. It's literally for every game, it doesn't improve your skills.
Put it this way
- player A has shitty ass computer, max fps is 30
- player B has a decent computer, fps at 60
Player A upgrades, gets 90 fps
Does it mean player A is now cheating? no.
Increasing fps helps you to have a smoother and easier game play, that you may appear as if you're cheating to the opposite player if he has low frames per sec, however if it's available to both parties to obtain, thus i don't see it as a problem.
When you have gaming equipment, you don't become a better player [skill wise], instead of dying in 10 sec you now last about 20.
Plain and simple, gaming equipment is more like buying cps. It depends on how much money you got/ wanna invest in conquer.
Cps is available for everyone, yet not everyone buys it BUT it is still publicly available.
More cps = more powerful
Less cps = less powerful
Availability = for all
Skill improvement = zero
