Please Help : FATAL ERROR 13

hi i have FATAL ERROR 13 for a long time
i tried almost everything. reinstalled the game, python & java for several times
tried several different versions of server editor even the last 1.9
the game starts
after playing one minute or two, i get FATAL ERROR 13
please help i love this game

the 1.9 version doesn't require phyton and mitmproxy anymoore, only need java.

thanks. i changed some settings in firewall & error 13 is gone. i'm using 1.9 for playing offline
the only problem i have now is when i buy a car, game stop working
& when i open & load the save again & go to safehouse, stopped working error again :( looks like i should play without buying any other car

idk, maybe the xml files are corrupted, try to change the game files again and reinstalling the 1.9.

thank you so much. i disabled the antivirus & reinstalled the 1.9 & nothing went wrong in about 30 minutes that i played.

In the new 1.9 szerver, i cannot find any Unlocalized string cars. Thats a sad thing because i wanted to try them out. Can someone give me a tutorial how to get them into the game or éven a download link?
