Beginners questions

I have a problem .. ie when I start the server I see an error:

[Only registered and activated users can see links. Click Here To Register...]

''socket_tcp_bind: tcp_socket: can't assign requested address''

Does anyone know the solution? I've looked on Google but do not really ..
