server 90cap

Hi, i wanna know what to do with my server to be 90cap (just to play with friends).

First how to stop the lvl to 90? and not 110. I use vsro files or i need to use another?

Edit database and client to stop teleport to alexandria or TQ right?

if you know another thing please tell me :D
