You have 2 bat statements in one bat and I still am not sure that one of them alone would work on its own.

And i have seen this in your bat files... First is for TR, this is windows-1254, but for RU you must have this windows-1251 not windows-1252...
Why?
windows-1251 is Cyrillic and windows-1252 is for Western European
