If you have the old source files (more than likely) you cannot get a lot of 'new content and features' you are limited on what you have. Look at Zeron: Bogdy and Adek are easily the strongest developers for this games private community and they are still struggling to produce updated content.
If you have the korean/vn files then you're probably fucked as you'll end up in the same situation as Martin (Elysium) who got royally fucked over by the people who owned the files.
The community is segmented and scattered around the already vast growing list of servers that open/close every month. There is always promise of a 'new server' but only a few people have ever actually delivered one. I tried I failed. It isn't that easy to keep a server going and maintain it enough for people to stick around. Quantitative research (your survey) is such a massive waste of time.
1) make a thread and ask people to give their opinions.
2) quantitative is opinion based and heavily bias so you cannot get a fair assumption or any real valuable data. This survey can also be trolled to no limits so the data you collate might be completely useless.
You joined this month, you have from your profile absolutely no relevancy or name for yourself in this community and unless you have something special to offer, you won't get anywhere.
Do you have the knowledge of the server files, the knowledge to reverse engineer/rebuild/build tools from scratch (don't try to use the 'semi source' as the structures and packets are heavily outdated. What server files do you have access to, can you offer a secure server with stable and ddos protected hosting, what knowledge do you have of 9dragons, what kind of server are you hoping to offer the community?
It's a lot of questions because I'm going to just roll of a bunch of thread links to people offering to release a server and it didn't happen.

You only need to look at the already growing list of 'server concept' threads to see there is a big pattern - the pattern is the servers never come to fruition. There are also people selling source code, trying to sell outdated server files, infected clients and tools and that is another element that just fractures the tiny community even further.
TL;DR stop wasting the communities time and focus your time and energy into something that isn't going to fuck the already small amount of people playing the vast amount of servers.
