Help with the files!!! plz answer

Hi to Elitepvpers community!
I am a new member and I need help.

1)Sorry for my bad english but I am from Greece!
2)A very big thank to Pixli for releasing the Resource Tool!!!

Now...I have a promblem with the files that I export from the ReTool!
I don't know how to open them with XML Editor...I am searching this programm in my computer but nothing!!!
The bad is that I have other files that opens with this programm and no promblem.
Anyone knows what I have to do to open this file???
