Check your certification text files and also ODBC channeling.

in case you are running the game server / shard manager on another server then the SQL server is running. ensure the port is forwarded and you write the IP address into the ini files and not the computers name.

also, ensure your SQL server allow remote connections (disabled by default on express servers).
