Check the Guides and Releases Area, there are many Sites released.

The most used site is the Sapphire site, it contains everything you need. Later you can edit the Design and content to your wishes.

Photoshop for Design,
Visual Studio Code Or Notepad++ for coding
And your Brain

Way 2
You search an Webdeveloper and gives him a Little bit Money.
The Webdeveloper will redesign the Sapphire flyff Website for Money
