Is it allowed to advertise another forum in signature and if that forum has backlink to epvp? I've read the rules but just want to confirm.

For example, this guy don't want to report for nothing just want to confirm.

You can advertise other websites (as well as forums) BUT the site will need a back link AND must be not a similar forum to elitepvpers (trading, gamehacking)

If it's just a normal board for a type of game, there's no problem about the similar rule. Just add a backlink at the Footer or anywhere else.
