Actually, full STR bowers are quite viable and, if not, the most suitable for survivability and damage cause on high levels (120++), since almost every second shot will be a crit. INT / hybrid based pacheon builds are suffering, while not being able to use the crit multiplier (which applies to none of these mag. dmg. parameter skills).
Usually people go for:
Pacheon | Fire ('cos of phy dmg) | Force ('cos of debuffing and buffing against status effects) and the rest is just about the server settings (mastery cap, limits, etc).
For instance, my server has been set up as 560 for CH, which allowes more variety in terms of matching forces or even weapon combos.
But going for your plain 3-settings as 70:70 pacheon option:
100 bow, 100 fire, 60:40 lightning cold
