I've the server installed here , and the pk password is JKSYEHAB#9052 idk if you have something wrong or no.

If you want i can show you what i am doing, I only am changing the size of one monster in macro. any alterations i do to macro.dat causes the game to say download patch from website, am i doing something wrong?

There is a md5 protection which can't let you edit the config.pk or the e.pk only if they disable it and they will not disable it , so you only can copy files from inititem.
