Yes but why would you then need insane high rates only to add even more +s to pad content. For the record most people on apex get full 1 socket in a week or two of playing and within a month or two start adding some 2 sock items (even with 1 sock set you can be pretty damn strong in pvp). Almost all of our duel events and tournaments are hit based where gear doesn't matter, cross server guild war gives everyone identical gear levels and stats and things like standard guild war and city war allow even moderately geared players to be useful because battle power does not exist.
The same should be true about most classic servers. Some will be easier or harder than others but it's pretty much unheard of these days for gear to take a 'year' in a classic pserver
